Assuming your email program accepts such characters, there are two ways to accomplish this.
1) Find the accented letter elsewhere (such as on a Web page), click and drag to highlight it, and copy (Ctrl-C) and paste (Ctrl-V) it into your email.
2) You have a program (that comes with Windows) called Character Map. It is likely in your Start > Programs > Accessories folder (or a sub-folder further under Accessories). Start the Character Map program, find and click the letter with the desired accent mark, click the Select button, click the Copy button, and paste (Ctrl-V) it into your email.

If you are using Windows then you can set your email programme to use Word as the editor to compose emails, then use the Insert Symbol command to insert any characters. This is somewhat unwieldy, but it works for the odd character.
A better way is to use the Regional and Language Options in Windows XP (and possible Windows 2000). Once in that, choose Languages Tab, Details button, Add button, and use the dropdown box to add an accented language. This produces a "EN" icon in the system notification bar, bottom RH corner (if you started with English) which when clicked allows you to switch language by choosing your other language.
The keyboard then switches over to that language, so all the keys will be different, and not necessarily as marked. Some keys will now have accented characters on them, for example the various keys on the RHS near the Enter key. You have to fiddle around to find what you want, but once learned they are easy and fast to use. This technique will work in all applications as it is basic to Windows.
