The best way to start is to advertise in local news papers, or even your local music shop many have a notice board go and check them out for other band members who are after people to join their bands, and even on the internet by informing people what you do ie sing, play drums or guitar or double bass etc.
Go to local Rock and Roll venues in your area and speak to the people who run and organise them, many know of other contacts who may or may not be able to help you. Good Luck!

Try Bandmix.com and ask around. There are many musicians, local, studio and professional and you will get the idea there. It's a long road if you aren't already aware but there can be exceptions if you are that person. I have played for many years both professionally and in studio but my favorite is playing alone with my guitar.......it is most rewarding for me anyway. I hope this helps.
