I will assume you mean both written and spoken English.
Written English is often best improved by reading well-written English and then practicing your writing. Having someone available to examine your writing afterwards would be very helpful. You might do this by enrolling in a class or simply by finding someone near you who will do it for free.
Spoken English can by improved by taking classes as well. Or again you might seek someone who is willing to correct and improve your English for free just by talking with you daily.
Colleges and universities as well as other organizations may offer these kinds of classes. See what is available near you that fits your budget and schedule.

Does the external temperature affect how a freezer works?

I think it would depend on how well sealed and insulated the freezer was as to how much the external temperature mattered.
The goal of a freezer is obviously to keep the contents colder than the outside. If the freezer had no insulation, it would have to constantly work to keep the inside temperature low. Increasing the amount of insulation means that the freezer has to work less and less to accomplish the same goal. If it is so insulated that no outside heat can ever penetrate as far as the contents, then once the freezer has cooled to the desired temperature, it would never need to run again until it was opened and contents were added or removed.

On start up I get checking boot CD-ROM. Sometimes it goes on for along time. What does this mean?

Do you have a CD in the CD drawer? If so, the system is checking to see if it is a "boot" CD. In other words, a CD containing files that you want to use to start your computer system instead of the normal files found on the hard drive.
I believe the system always checks the CD drawer to see if such a CD is in there, but if it doesn't find any CD at all, it shouldn't take very long to bypass that step and move on to a normal startup.

I am 41 years old and am considering getting my degree. I went to college for 1 year, over 20 years ago, and I am completely daunted by the task of finding the right school. I am also finding the entire application and aid process to be very frustrating. Where can I find the best information to make this undertaking as easy as possible?

Is there a college near you where you could speak with an adviser/counselor about how to proceed? It need not be the college you end up attending, but someone there should be able to assist you in these matters. That's what they get paid for.

Java is a programming language used by some programs that may be running on your computer. If you are certain that nothing else on your computer is using Java, it could theoretically be deleted. However, even though it uses a fair amount of space, I would not recommend doing so. It may be needed where you cannot see or may be needed in the future.

I'm connected to Internet but all of I sudden I cant get onto eBay or MSN messenger. It Changes from day to day one minute I can get onto these sites the next without changing anything or doing anything different I cant. Can anyone tell me why this is happening?

I don't have a definitive answer for you as these questions are usually very difficult to answer remotely, but any time I hear of unusual behavior, I first think of malware -- viruses, spyware, etc. If you have any programs on your computer to get rid of such things, run them. If you need some, search for Ad-Aware, SpyBot, and SpyWare Blaster. If you don't have an anti-virus program running, use what comes with Windows or look for AVG.

I will assume you want to have music that others can download from your blog. If your blog host permits music files to be uploaded to the site, check with them as to how this can be done. Some sites allow you to use a special program for uploading files. Others make you use options right on their site to upload.
The files you upload would likely be MP3 files which you would first have to obtain (legally) or create yourself. There are also a number of ways to do that depending on the source of your music. I would suggest searching the Web elsewhere if you need more info on this part.

Anyone who does not believe in Jesus as their Savior will go to hell - Jew or otherwise. That said, it is probably not accurate to say that there are no Jews who believe in Jesus as their Savior, so there may be some who will enter heaven.
