Water cannot stay in liquid form in outer space where ther is no pressure. Inside of a space craft is always pressurized. That is why they need to don space suits only to go out. if the inside is not pressurised they cannot survive even a second. Thus inside the spacecraft it is possible to have water in liquid form as it is pressurised. Even the inside of the aircrafts that fly high are pressurised
